Is there an easy way to build a list of tasks which have been assigned to a specific user that spans all projects? I understand how to do this with notifications on filters, but is there a more universal way to do this that combines all tasks in One Big List? Thank you.

Create a filter in upper-level project with 'deep search' (or 'with subtasks' in 2.7.x) option and with specified handler. Than just select this filter in drop-down box on Subtasks page.
