Task rights and email questions with version 4

We upgraded our test site to version 4.0.12 from 3.5.51 and I have 2 questions.
1) What happened to all my permissions? I don't seem to have any assignees for my new tasks. When I try to change the status of a task I don't even see a field with assignee names in it. I see that site is saying it's the 30 day trail version. When I get the full version will this change?

2) We have some custom email templates, like our daily "to do list", that we would need to change over. How do I do that?

This looks like a bug, please send me your 3.5 database backup (anonymized) and how to replicate the problem after upgrade.

All scripts and e-mail templates has been moved to etc/plugins, check e-mail templates there.
