Can I set a e-mail rule that is when any actions (add mesage orr note etc..) in the task,
TS will sent mail to everyone in the task History.(Not only handler or submitter).

We are using a Email rule but it send email only handler and sumbiiters ın the task.

You need done setting filter of email.
Filter setting:
Handler -> I'm
Submiter -> I'm
