Is there a way to explicitly cc someone who isn't the handler when adding a message?

Yes, just enable e-mail notification for that person. But you can notify only users, you can't send notification to some direct e-mail.

How do I enable email notification for that person, on a given message? Do I need to play with the filters for that task?
